Responsibilities
- Oversee federal grant programs and ensure compliance with OMB Circulars and agency regulations
- Analyze legislative impacts and recommend policy adjustments to senior leadership
- Coordinate interagency projects with FEMA, TSA, and local government partners
- Prepare detailed budget reports and financial justifications for congressional submissions
- Conduct stakeholder briefings and represent the agency at federal hearings
- Develop performance metrics and track program outcomes against KPIs
- Maintain secure documentation in accordance with federal record-keeping standards
Qualifications
- Bachelor's degree in Public Administration, Political Science, or related field (Master's preferred)
- 3+ years experience in federal program management or government contracting
- Active Secret security clearance (or ability to obtain)
- Proficiency in federal acquisition regulations (FAR) and grant management systems
- Advanced analytical skills with experience in policy impact assessments
- Strong written communication for drafting congressional testimonies and policy briefs
- Experience with Gantt chart software and federal reporting platforms
- Knowledge of Virginia state-federal intergovernmental relations
