Responsibilities
- Develop, monitor, and analyze annual operating and capital budgets for county departments
- Conduct financial forecasting and variance analysis to identify trends and recommend adjustments
- Prepare comprehensive financial reports for county commissioners and department heads
- Collaborate with department heads to align budget requests with strategic priorities
- Ensure compliance with NC state budgeting laws and county procurement policies
- Lead process improvements in budgeting systems and reporting methodologies
- Present budget recommendations to public officials and community stakeholders
Qualifications
- Bachelor's degree in Finance, Public Administration, Accounting, or related field (Master's preferred)
- Minimum 5 years of government or public sector budget experience
- Advanced proficiency in Excel and financial modeling software (e.g., Oracle Hyperion)
- Deep knowledge of North Carolina local government budget regulations
- Strong analytical skills with ability to interpret complex financial data
- Excellent written and verbal communication skills for public presentations
- Experience with ERP systems and government procurement processes
- CPA or CMA certification highly desirable
