- Lead Technical Solutions: Design, develop, and implement advanced software solutions and system integrations to streamline agency operations.
- Project Management: Oversee the full software development lifecycle (SDLC) for government projects, ensuring timely delivery and adherence to strict regulatory standards.
- Cybersecurity Compliance: Implement and monitor robust security protocols to safeguard sensitive citizen data in compliance with state and federal regulations.
- Stakeholder Collaboration: Act as the primary technical liaison between department heads, developers, and external vendors to translate business needs into technical specifications.
- System Optimization: Analyze current IT infrastructure to identify bottlenecks and recommend improvements for performance and scalability.
- Talent Mentorship: Mentor junior IT staff and junior developers, fostering a culture of technical excellence and knowledge sharing.
Qualifications
- Education: Bachelor’s degree in Computer Science, Information Technology, or a related field required; Master’s degree preferred.
- Experience: Minimum of 5 years of progressive experience in software development, systems analysis, or IT project management within the public or private sector.
- Technical Skills: Proficiency in programming languages such as Java, Python, or C#; experience with cloud platforms (AWS, Azure) and database management systems (SQL, Oracle).
- Government Experience: Familiarity with state government policies, procurement processes, and IT governance frameworks is highly desirable.
- Soft Skills: Excellent verbal and written communication skills with the ability to explain complex technical concepts to non-technical stakeholders.
- Certifications: PMP, CAPM, or relevant technical certifications (e.g., AWS Certified Solutions Architect) are a plus.
