Responsibilities
- Requirements Analysis: Collaborate with government stakeholders to gather, analyze, and document detailed business requirements for complex IT systems.
- System Design: Design, develop, and test technical solutions and architecture that align with state regulations and city objectives.
- Project Management: Lead project lifecycles from conception to deployment, ensuring timely delivery and adherence to budget constraints.
- Data Integrity: Monitor system performance and ensure data security, accuracy, and compliance with privacy laws (e.g., HIPAA, State Data Privacy Acts).
- Technical Leadership: Provide mentorship to junior analysts and conduct code reviews to ensure best practices are followed.
- Problem Resolution: Troubleshoot complex system issues and provide strategic solutions to minimize downtime and enhance operational efficiency.
Qualifications
- Education: Bachelor’s degree in Computer Science, Information Systems, or a related field required; Master’s degree preferred.
- Experience: Minimum of 5 years of professional experience in systems analysis, software development, or IT project management within the public sector or a similar complex environment.
- Technical Skills: Proficiency in SQL, Java, Python, and experience with government ERP systems (e.g., Oracle, SAP) is highly desired.
- Regulatory Knowledge: Strong understanding of federal and state government compliance standards and security protocols.
- Communication: Excellent verbal and written communication skills, with the ability to translate technical jargon for non-technical audiences.
- Certifications: PMP, ITIL, or CISSP certification is a plus.
