Responsibilities
- Direct multi-million dollar infrastructure capital improvement programs
- Manage cross-functional teams of engineers, contractors, and regulatory compliance specialists
- Develop and administer departmental budgets exceeding $50M annually
- Coordinate with FEMA, DOT, and NC Department of Transportation for grant applications
- Oversee emergency response protocols for natural disasters and public safety incidents
- Implement smart city technologies for traffic management and utility infrastructure
- Present policy recommendations to City Council and community stakeholders
Qualifications
- Bachelor's degree in Civil Engineering, Public Administration, or related field (Master's preferred)
- 8+ years progressive experience in municipal government or public works
- Proven track record of managing federal/state grant-funded projects
- Valid North Carolina Professional Engineer (PE) license or equivalent
- Expertise in ADA compliance, environmental regulations, and OSHA standards
- Advanced proficiency in GIS software and construction management systems
- Strong crisis management experience during hurricane/severe weather events
- Ability to obtain and maintain Secret Clearance for sensitive data access
