Responsibilities
- Requirements Analysis: Gather, analyze, and document complex business requirements from state agency stakeholders to translate them into actionable technical specifications.
- Project Leadership: Lead the full software development lifecycle (SDLC), including planning, design, testing, implementation, and maintenance of state systems.
- Collaboration: Work closely with cross-functional teams, including developers, project managers, and external vendors, to ensure project milestones are met on time and within budget.
- Compliance & Governance: Ensure all technical solutions adhere to state regulations, IT governance standards, and security protocols.
- System Integration: Manage and troubleshoot complex system integrations and APIs to ensure seamless data flow between legacy and modern platforms.
- Mentorship: Provide technical guidance and mentorship to junior analysts and developers, fostering a culture of continuous improvement.
Qualifications
- Education: Bachelor’s degree in Computer Science, Information Technology, Information Systems, or a related field (Master’s degree is a plus).
- Experience: Minimum of 5 years of experience in systems analysis, software development, or a related technical role within the public sector or enterprise environment.
- Technical Skills: Proficiency in SQL, JavaScript, Python, or Java; experience with Agile/Scrum methodologies and tools like JIRA or Confluence.
- Security Clearance: Ability to obtain and maintain a State of Illinois background check and appropriate security clearance.
- Communication: Excellent verbal and written communication skills with the ability to explain complex technical concepts to non-technical audiences.
