Responsibilities
- Oversee all city record-keeping, including council minutes, ordinances, and public document management
- Manage municipal elections, voter registration, and ballot processing with strict compliance
- Provide legislative support to City Council, including agenda preparation and public hearing coordination
- Administer public records requests and ensure transparency in accordance with state laws
- Lead records digitization initiatives and implement modern document management systems
- Suppose City Clerk department staff and oversee budget/fiscal operations
- Advise elected officials on procedural matters and legislative compliance
Qualifications
- Minimum 5 years of municipal government experience with direct records/election management
- Valid California Municipal Clerk certification or equivalent credential
- Expert knowledge of California Public Records Act, Brown Act, and election laws
- Advanced proficiency in records management software (e.g., Laserfiche, DocuWare)
- Proven leadership experience managing municipal teams and complex projects
- Bachelor's degree in Public Administration, Political Science, or related field
- Exceptional written/verbal communication and public presentation skills
- Ability to maintain strict confidentiality and handle sensitive information
