Responsibilities
- Develop and implement comprehensive emergency response plans for hurricanes, floods, and man-made incidents
- Coordinate multi-agency drills and tabletop exercises to validate preparedness protocols
- Manage grant-funded projects for infrastructure hardening and community resilience programs
- Analyze risk assessments and recommend mitigation strategies for vulnerable coastal zones
- Serve as 24/7 incident command liaison during emergency activations
- Train city staff and community volunteers in emergency response procedures
- Prepare federal compliance reports for FEMA and Virginia Department of Emergency Management
Qualifications
- Bachelor's degree in Emergency Management, Public Administration, or related field
- 3+ years of experience in municipal emergency planning or disaster response
- FEMA Professional Development Series (PDS) certification required
- Advanced knowledge of NIMS/ICS protocols and Virginia's emergency framework
- Proficiency in GIS mapping and emergency notification systems
- Demonstrated ability to secure federal/state grants for emergency programs
- Valid Virginia driver's license and ability to work irregular hours during crises
