Responsibilities
- Develop and maintain emergency response plans for natural disasters and public health crises
- Coordinate multi-agency disaster drills and tabletop exercises
- Analyze risk assessments and recommend mitigation strategies
- Manage emergency operations center activations during incidents
- Train city staff and community volunteers on emergency protocols
- Secure and administer federal grant funding for emergency programs
- Prepare after-action reports and implement improvement plans
Qualifications
- Bachelor's degree in Emergency Management, Public Administration, or related field
- 3+ years of experience in emergency management or public safety
- Incident Command System (ICS) certification (FEMA IS-100/200/700/800)
- Valid Texas driver's license with clean driving record
- Experience with grant writing and federal compliance (FEMA/DHS)
- Proficiency in GIS mapping and emergency management software
- Ability to work irregular hours during emergencies
- Strong interpersonal skills for cross-departmental collaboration
