Responsibilities
- Coordinate emergency response operations during natural disasters and public safety incidents
- Develop and maintain comprehensive emergency preparedness plans for El Paso County
- Train municipal staff and community volunteers in disaster response protocols
- Manage grant applications and compliance for FEMA-funded programs
- Conduct risk assessments and vulnerability analyses for critical infrastructure
- Act as primary liaison with state and federal emergency agencies
- Prepare after-action reports and implement improvement strategies
Qualifications
- Bachelor's degree in Emergency Management, Public Administration, or related field
- 3+ years of experience in emergency management or public safety
- FEMAcertified Professional Emergency Manager (CEM) preferred
- Strong knowledge of NIMS/ICS frameworks and Texas emergency protocols
- Exceptional communication skills with crisis experience
- Valid Texas driver's license with clean record
- Ability to work rotating shifts during emergencies
