Responsibilities
- Develop and implement federal programs ensuring compliance with OMB and GSA regulations
- Analyze program performance data and prepare executive-level reports for congressional oversight
- Coordinate cross-agency collaborations and stakeholder engagements across Pennsylvania
- Manage program budgets exceeding $5M with rigorous fiscal accountability
- Lead strategic planning initiatives aligned with federal policy objectives
- Mentor junior staff and conduct periodic performance evaluations
- Ensure all operations meet DHS and federal accessibility standards
Qualifications
- U.S. citizenship and ability to obtain federal security clearance
- Bachelor's degree in Public Administration, Business, or related field (Master's preferred)
- 5+ years program management experience in federal/state/local government
- Expertise in federal grant management and procurement regulations (FAR/DFARS)
- Proficiency with GSA systems and federal reporting tools
- Strong analytical skills with experience in policy impact assessment
- Exceptional communication abilities for multi-stakeholder environments
- PHR or SHRM-CP certification preferred
