Responsibilities
- Oversee the day-to-day administration of the state pension plan, ensuring accuracy and timely processing of contributions.
- Conduct actuarial valuations and financial modeling to assess the health and sustainability of pension liabilities.
- Develop and monitor investment strategies aligned with state fiduciary standards and long-term return objectives.
- Analyze market trends and economic data to provide strategic recommendations to the Treasury Board.
- Ensure strict compliance with state and federal regulations, including ERISA and California Government Code requirements.
- Collaborate with external actuaries, auditors, and legal counsel to resolve complex actuarial and funding issues.
- Prepare comprehensive reports and presentations for executive leadership and legislative oversight committees.
Qualifications
- Bachelor’s degree in Finance, Actuarial Science, Economics, or a related field (Master’s degree preferred).
- Professional certification such as FSA, CFA, CPA, or ERPA is strongly desired.
- Minimum of 5 years of experience in pension management, actuarial science, or public sector finance.
- Deep understanding of government pension systems, funding formulas, and investment governance.
- Proficiency in financial modeling software (e.g., Excel, Bloomberg Terminal) and database management systems.
- Excellent analytical problem-solving skills with a keen attention to detail.
- Strong communication skills, capable of translating complex financial data for diverse stakeholders.
