Responsibilities
- Lead Actuarial Valuations: Direct the preparation and analysis of actuarial valuations for the District’s defined benefit pension plans to ensure accurate measurement of liabilities and funding status.
- Funding Policy Management: Monitor the District's funding progress and develop recommendations for policy adjustments to meet statutory funding targets.
- Statutory Reporting: Prepare comprehensive reports for the District of Columbia Retirement Board and external auditors, ensuring full compliance with GASB and FASB standards.
- Investment Strategy Analysis: Collaborate with investment officers to evaluate the impact of market conditions and investment returns on the pension plan's financial health.
- Stakeholder Communication: Present complex financial data to the Board of Trustees, elected officials, and the public in a clear, professional manner.
- System Modernization: Assist in the migration and modernization of pension administration systems to improve data accuracy and efficiency.
Qualifications
- Education: Bachelor’s degree in Mathematics, Statistics, Actuarial Science, Finance, or a related field; Master’s degree preferred.
- Designation: Current Fellow of the Society of Actuaries (FSA) or Enrolled Actuary (EA) designation required.
- Experience: Minimum of 5 years of experience in actuarial work within the public sector or a large multi-employer pension plan.
- Technical Skills: Proficiency in spreadsheet software (Excel) and actuarial modeling software (e.g., AXIS, MoSes, or similar).
- Knowledge: Deep understanding of GASB Statement 67/68, ERISA regulations, and DC pension laws.
- Communication: Excellent written and verbal communication skills with the ability to translate technical concepts for non-technical audiences.
