Responsibilities
- Lead and Manage Projects: Direct the end-to-end execution of IT projects, from initiation and planning to deployment and closure, ensuring projects are delivered on time and within budget.
- Stakeholder Communication: Serve as the primary point of contact for state agency leadership and technical teams, providing clear, concise updates on project status, risks, and milestones.
- Agile & Waterfall Methodologies: Utilize a hybrid approach to project management, adapting Agile ceremonies for iterative development while maintaining strict Waterfall documentation for compliance.
- Resource Allocation: Manage cross-functional teams including developers, analysts, and subject matter experts to optimize productivity and team morale.
- Risk Management: Proactively identify potential project blockers and regulatory hurdles, implementing mitigation strategies to ensure business continuity.
- Compliance & Standards: Ensure all project deliverables adhere to Indiana state security protocols, accessibility standards (WCAG), and procurement regulations.
Qualifications
- Education: Bachelor’s degree in Computer Science, Information Systems, Business Administration, or a related field is required.
- Certification: PMP (Project Management Professional) or PGMP certification is mandatory.
- Experience: Minimum of 5-7 years of experience in IT Project Management, with at least 3 years leading complex government or large-scale enterprise projects.
- Technical Knowledge: Proficiency in project management software (e.g., Microsoft Project, Jira, Confluence) and strong understanding of SDLC (Software Development Life Cycle).
- Soft Skills: Exceptional verbal and written communication skills, with the ability to translate technical jargon for non-technical government officials.
- Location: Must reside within the Indianapolis metropolitan area or be willing to commute to the State House.
