Responsibilities
- Develop and evaluate policy proposals aligned with Portland's Climate Action Plan and urban growth boundaries
- Lead stakeholder engagement sessions with community organizations, businesses, and residents
- Analyze legislative impacts and prepare comprehensive briefing documents for city council
- Manage inter-agency projects addressing housing affordability and transportation equity
- Conduct quantitative/qualitative research using GIS data, demographic reports, and economic indicators
- Present policy recommendations to elected officials and public commissions
- Oversee implementation of adopted policies through agency coordination
Qualifications
- Master's degree in Public Policy, Urban Planning, Environmental Science, or related field
- 5+ years of experience in government policy analysis or public sector consulting
- Expertise in Oregon Revised Statutes and municipal governance frameworks
- Advanced proficiency in data visualization tools (Tableau, ArcGIS) and statistical analysis
- Proven track record of developing equity-focused policy recommendations
- Valid Oregon driver's license and ability to travel to community sites
- Clear understanding of Portland's unique cultural and demographic landscape
