Responsibilities
- Analyze complex policy data using SAS/R to recommend evidence-based solutions for coastal infrastructure projects
- Collaborate with cross-functional teams to draft legislative proposals and regulatory frameworks
- Present findings to senior stakeholders through interactive data visualizations and executive summaries
- Conduct field research across Hampton Roads communities to assess policy implementation effectiveness
- Maintain compliance with Virginia Administrative Code requirements for all deliverables
- Mentor junior analysts through structured knowledge-sharing sessions
Qualifications
- Master's degree in Public Policy, Urban Planning, or related field (5+ years experience required)
- Proficiency in GIS software (ArcGIS/QGIS) and statistical modeling tools
- Demonstrated experience with Virginia state government grant application processes
- Valid Virginia driver's license with clean driving record
- Strong written communication skills with policy brief portfolio
- Ability to obtain Secret clearance within 60 days
- Certified Public Manager (CPM) designation preferred
