Responsibilities
- Develop and implement statewide technology policy frameworks aligned with Texas' digital transformation goals
- Analyze legislative proposals and regulatory impacts on state IT infrastructure
- Collaborate with agency stakeholders to identify emerging technology risks and opportunities
- Lead cross-functional teams for major system implementation and modernization projects
- Prepare comprehensive policy briefs and executive reports for legislative committees
- Manage vendor relationships and contract compliance for technology solutions
- Ensure all initiatives comply with Texas Administrative Code and federal regulations
Qualifications
- Bachelor's degree in Public Administration, Computer Science, or related field (Master's preferred)
- Minimum 5 years' experience in government IT policy or technology management
- Expert knowledge of Texas state procurement processes and IT governance frameworks
- Proven ability to translate complex technical concepts for non-technical stakeholders
- Strong project management skills with PMP or CISM certification
- Experience with cybersecurity compliance frameworks (NIST, CIS)
- Valid Texas driver's license and ability to travel statewide as needed
