Responsibilities

- Develop comprehensive budgetary models for state agencies and special districts
- Prepare formal policy briefs and testimony for legislative committees
- Lead cross-functional stakeholder engagements with state agencies and advocacy groups
- Monitor federal policy developments and assess California-specific implications
- Maintain accurate databases of fiscal indicators and performance metrics
- Supervise junior analysts and manage project deliverables
Qualifications
- Master's degree in Public Policy, Economics, Finance, or related field
- Minimum 5 years of policy analysis experience in government or public sector
- Advanced proficiency in fiscal modeling software (e.g., SAS, R, Python)
- Demonstrated expertise in California's budget process and governmental accounting
- Superior written communication skills with policy publication samples
- Valid California driver's license for occasional travel to state facilities
- Professional certification (CPA, CFA, or PPFA) preferred
