Responsibilities
- Analyze complex policy issues related to healthcare access, social services, and public health initiatives
- Conduct legislative research and draft policy memos for senior leadership review
- Collaborate with agency stakeholders to develop implementation strategies for new regulations
- Prepare budget justifications and fiscal impact analyses for proposed policy changes
- Monitor federal/state legislative developments and assess implications for Massachusetts programs
- Present policy recommendations to legislative committees and interagency task forces
- Lead cross-functional teams in evaluating program effectiveness through data-driven metrics
Qualifications
- Bachelor's degree in Public Policy, Public Administration, Political Science, or related field (Master's preferred)
- Minimum 3 years of policy analysis or government affairs experience
- Expertise in healthcare policy or human services regulations
- Proficiency in statistical analysis tools (Excel, SAS, R) and policy modeling software
- Demonstrated ability to synthesize complex information for non-technical audiences
- Familiarity with Massachusetts state budget processes and legislative procedures
- Superior written communication skills with 15+ page policy document samples
- Active Massachusetts State employee preferred or immediate eligibility
