Responsibilities
- Develop and manage annual budget proposals for veteran healthcare programs
- Analyze financial data to identify cost-saving opportunities and revenue streams
- Prepare comprehensive reports for congressional oversight and internal stakeholders
- Ensure compliance with OMB Circulars, GAAP, and federal acquisition regulations
- Collaborate with department heads to align budgets with strategic initiatives
- Monitor spending patterns and recommend adjustments to optimize resource utilization
- Lead budget execution reviews and variance analyses
Qualifications
- Bachelor's degree in Finance, Accounting, Public Administration, or related field
- Minimum 3 years of federal budgeting or financial management experience
- Proficiency in federal budget systems (e.g., MAX, FMIS)
- Advanced certification (CPA, CMA, or CPFP) preferred
- Demonstrated experience with federal procurement regulations (FAR/DFARS)
- Strong analytical skills with proficiency in Excel and financial modeling
- Ability to obtain and maintain a government security clearance
- Exceptional communication skills for presenting complex financial data
