Responsibilities
- Develop and implement strategic program plans aligned with federal mission objectives and regulatory requirements
- Manage complex budgets exceeding $5M with rigorous fiscal oversight and reporting protocols
- Coordinate interagency collaborations with federal, state, and local government partners
- Conduct risk assessments and mitigation planning for program deliverables and compliance
- Lead cross-functional teams of 10+ professionals across multiple project phases
- Prepare executive-level reports for congressional and agency stakeholders
- Ensure strict adherence to FAR, DFARS, and other federal procurement regulations
Qualifications
- Master's degree in Public Administration, Business, or related field (or equivalent experience)
- Minimum 5 years federal program management experience with GS-12/GS-13 level responsibilities
- Active Secret security clearance with ability to obtain Top Secret clearance
- Proficiency in federal budgeting systems (e.g., MAX, FMIS)
- Demonstrated expertise in contract administration and procurement regulations
- Exceptional written/verbal communication skills for high-stakes reporting
- PMP or CPM certification strongly preferred
