Responsibilities
- Oversee city-wide program implementation and compliance with federal/state regulations
- Develop strategic policies and operational frameworks for public services
- Manage cross-departmental initiatives with $5M+ budgets
- Conduct stakeholder engagement and community outreach sessions
- Prepare executive reports and legislative recommendations
- Lead teams of 5-10 professionals with performance metrics
- Ensure ADA compliance and equitable service delivery
- Monitor KPIs and optimize program efficiency
Qualifications
- Bachelor's degree in Public Administration, Political Science, or related field (Master's preferred)
- 5+ years experience in government/NGO program management
- California Public Employment Relations Board certification
- Advanced proficiency in data analysis tools (Tableau, Power BI)
- Proven crisis management and policy development expertise
- Valid California driver's license
- Ability to obtain security clearance within 90 days
- Fluency in Spanish or Chinese (highly desirable)
