Responsibilities
- Oversee end-to-end program implementation and compliance with municipal regulations
- Develop and manage annual budgets exceeding $500K with strict fiscal oversight
- Coordinate cross-departmental initiatives including public-private partnerships
- Analyze policy impacts and recommend evidence-based improvements
- Lead stakeholder engagement with community groups and elected officials
- Prepare comprehensive compliance reports for federal/state agencies
- Mentor junior staff and implement process optimization strategies
Qualifications
- Bachelor's degree in Public Administration, Urban Planning, or related field (Master's preferred)
- 5+ years of government or public sector program management experience
- Proficiency in municipal budgeting and grant management systems
- Valid California driver's license and clean driving record
- Strong knowledge of California Public Records Act and Brown Act
- PMP or CP certification highly desirable
- Experience with performance metrics and KPI development
- Fluency in Spanish a significant plus
