Responsibilities
- Lead multi-agency emergency response operations during public health crises
- Develop and maintain city-wide emergency preparedness plans and protocols
- Coordinate with federal, state, and local partners including FEMA and CDC
- Conduct risk assessments and vulnerability analyses for public health threats
- Manage incident command systems during declared emergencies
- Develop public health communication strategies for crisis scenarios

Qualifications
- Master's degree in Public Health, Emergency Management, or related field
- Minimum 3 years of emergency response coordination experience
- Certified Emergency Manager (CEM) designation preferred
- Experience with NIMS/ICS protocols and FEMA systems
- Demonstrated ability to work under extreme pressure during crises
- Strong knowledge of public health emergency frameworks
- Exceptional communication and leadership skills
