Responsibilities
- Coordinate multi-agency emergency response operations during public health crises (hurricanes, pandemics, chemical spills)
- Develop and implement emergency preparedness plans for vulnerable populations in Harris County
- Manage deployment of state medical assets and field response teams
- Analyze real-time data to inform public health interventions during emergencies
- Train local health officials on incident command system protocols
- Prepare federal grant reports for emergency response funding
- Lead post-incident debriefs and improvement planning
Qualifications
- Bachelor's degree in Public Health, Emergency Management, or related field (Master's preferred)
- 3+ years experience in public health emergency response or disaster management
- Certified Emergency Manager (CEM) or equivalent FEMA certification required
- Advanced knowledge of NIMS/ICS protocols and HSEEP frameworks
- Proven crisis communication skills with diverse stakeholders
- Experience managing federal grant-funded projects ($500K+)
- Valid Texas driver's license and ability to deploy 24/7 during emergencies
- Bilingual (English/Spanish) proficiency strongly preferred
