Responsibilities
- Lead System Analysis & Design: Conduct in-depth analysis of business processes and technical requirements to design scalable, secure, and efficient information systems solutions for county departments.
- Project Management Oversight: Manage end-to-end project lifecycles (SDLC) for IT infrastructure upgrades, ensuring timely delivery, budget adherence, and stakeholder satisfaction.
- Data Governance & Security: Implement and monitor data security protocols and compliance standards (such as HIPAA or FISMA) to protect sensitive citizen data and government assets.
- Vendor & Stakeholder Collaboration: Serve as the primary technical liaison with external vendors and internal government departments to resolve technical issues and drive system integration.
- Process Improvement: Identify inefficiencies in current workflows and recommend technology-driven strategies to enhance operational productivity and user experience.
- Mentorship: Provide technical guidance and mentorship to junior analysts and IT staff, fostering a culture of continuous learning and excellence.
Qualifications
- Education: Bachelor’s degree in Computer Science, Information Systems, Public Administration, or a related field. Master’s degree preferred.
- Experience: Minimum of 5-7 years of progressive experience in IT systems analysis, requirements gathering, or systems architecture within a government or large enterprise environment.
- Technical Skills: Proficiency in SQL, database management, cloud platforms (AWS/Azure), and scripting languages (Python/PowerShell). Strong knowledge of ITIL frameworks and Agile methodologies.
- Communication: Exceptional written and verbal communication skills with the ability to translate complex technical concepts for non-technical audiences.
- Problem Solving: Proven ability to troubleshoot complex system failures and develop robust contingency plans.
- Regulatory Knowledge: Understanding of government procurement processes and data privacy regulations is highly desirable.
