Responsibilities
- System Analysis & Design: Conduct thorough analysis of complex business requirements and translate them into efficient technical specifications and system architectures.
- Project Management: Lead end-to-end IT projects from initiation through deployment, ensuring adherence to timelines, budgets, and federal/state compliance standards.
- Technical Leadership: Mentor junior analysts and technical staff, fostering a collaborative environment that encourages innovation and best practices.
- Security & Compliance: Implement and monitor information security protocols, ensuring alignment with Texas state security regulations and federal standards (e.g., NIST).
- Vendor Management: Evaluate and manage relationships with external vendors and contractors to ensure optimal service delivery and value.
- Documentation: Create and maintain detailed technical documentation, including system architecture diagrams, API specifications, and user manuals.
Qualifications
- Education: Bachelor’s degree in Computer Science, Information Systems, or a related field (Master’s degree preferred).
- Experience: Minimum of 5-7 years of progressive experience in systems analysis, software development, or IT project management within a government or enterprise environment.
- Certifications: Strong preference for CISSP, PMP, or ITIL v4 certifications.
- Technical Skills: Proficiency in programming languages such as Python, Java, or .NET, and experience with cloud platforms (AWS/Azure).
- Communication: Exceptional verbal and written communication skills with the ability to convey complex technical concepts to non-technical stakeholders.
- Problem Solving: Strong analytical skills with a proven track record of resolving critical system issues and optimizing performance.
