Responsibilities
- Lead the planning, design, and implementation of complex IT systems and software solutions to meet state agency needs.
- Analyze business requirements and translate them into technical specifications and architectural blueprints.
- Oversee the full software development lifecycle (SDLC), ensuring adherence to agile methodologies and quality standards.
- Collaborate with cross-functional teams to identify technical risks and implement mitigation strategies.
- Provide advanced technical troubleshooting and mentoring for junior IT staff and developers.
- Ensure all projects comply with state and federal regulations, including cybersecurity and data privacy laws.
- Manage vendor relationships and contract deliverables for third-party IT services.
Qualifications
- Bachelor’s degree in Computer Science, Information Systems, or a related field; Master’s degree preferred.
- Minimum of 5-7 years of experience in Information Technology, with at least 3 years in a leadership or senior specialist capacity.
- Proven experience working within state or federal government environments.
- Expert knowledge of programming languages (e.g., Java, Python, C#) and database management systems (e.g., SQL, Oracle).
- Strong understanding of cloud computing platforms (AWS, Azure) and modern DevOps practices.
- Certification such as PMP, TOGAF, or AWS Solutions Architect is highly desirable.
- Excellent communication skills with the ability to translate technical jargon for non-technical stakeholders.
