Responsibilities
- Develop and implement statewide IT governance frameworks aligned with NIST and NY State cybersecurity standards
- Analyze emerging technology trends (AI, quantum computing, IoT) to inform policy recommendations
- Collaborate with agency CIOs to ensure compliance with NY State IT Strategic Plan
- Lead cross-functional working groups on digital transformation initiatives
- Prepare comprehensive policy briefings for executive leadership and legislative committees
- Conduct risk assessments for major IT procurements and system integrations
- Manage stakeholder engagement including public-private partnerships
Qualifications
- Bachelor's degree in Computer Science, Public Administration, or related field (Master's preferred)
- 5+ years experience in government IT policy development or enterprise architecture
- Certification in ITIL, CISSP, or equivalent governance framework
- Deep understanding of NY State procurement laws and FOIL regulations
- Exceptional analytical and legislative drafting abilities
- Experience managing complex stakeholder relationships across public sector
- Knowledge of NIST Cybersecurity Framework and FedRAMP standards
- Strong project management skills with PMP or similar certification
