Responsibilities
- Lead end-to-end project lifecycles for enterprise systems including ERP implementations and cybersecurity upgrades
- Manage cross-functional teams of developers, vendors, and department stakeholders to deliver on-time, on-budget outcomes
- Ensure all projects adhere to NC state compliance frameworks and county governance standards
- Develop detailed project plans, risk mitigation strategies, and resource allocation models
- Facilitate executive stakeholder communications with County Commissioners and department heads
- Implement agile methodologies while maintaining waterfall compliance documentation
- Oversee vendor relationships and contract performance for major IT procurements
Qualifications
- Bachelor's degree in Computer Science, IT Management, or related field (Master's preferred)
- 7+ years progressive IT project management experience in government/public sector
- PMP or CSM certification with active maintenance
- Expertise in enterprise systems (SAP, Oracle, ServiceNow) and cloud migration projects
- Demonstrated success managing budgets exceeding $1M with strict fiscal controls
- Proficiency with Jira, MS Project, and enterprise collaboration platforms
- Strong knowledge of NC state procurement laws and federal grant compliance
- Exceptional communication skills for technical and non-technical audiences
