Responsibilities
- Analyze complex socioeconomic data to inform state policy decisions affecting Baltimore
- Develop legislative proposals and regulatory frameworks for cabinet review
- Conduct stakeholder outreach with community organizations and state agencies
- Prepare comprehensive policy briefs and executive summaries for legislative sessions
- Monitor implementation of state programs through performance metrics
- Lead cross-functional teams on priority initiatives
- Represent the department in intergovernmental forums
Qualifications
- Master's degree in Public Policy, Economics, or related field
- 5+ years of policy analysis experience in government or nonprofit sector
- Expertise in quantitative/qualitative research methodologies
- Proficiency with statistical software (SPSS, R, or SAS)
- Knowledge of Maryland legislative processes and regulations
- Exceptional written and verbal communication skills
- Ability to manage multiple high-priority projects
