Responsibilities
- Develop and evaluate comprehensive housing policies addressing affordability, zoning reforms, and permanent supportive housing initiatives
- Analyze complex homelessness data trends to inform strategic recommendations for countywide action plans
- Coordinate with 10+ county departments, nonprofit partners, and federal agencies on integrated service delivery
- Lead stakeholder engagement sessions with unhoused communities, advocacy groups, and private developers
- Prepare detailed policy briefs, funding proposals, and legislative testimony for Board of Supervisors presentations
- Oversee implementation of Measure H/HHH funding allocations ensuring compliance and impact tracking
- Manage cross-functional project teams of analysts, social workers, and urban planning specialists
Qualifications
- Master's degree in Public Policy, Urban Planning, Social Work, or related field (or equivalent experience)
- 5+ years of progressive policy analysis experience in government or nonprofit sector
- Expertise in housing/homelessness policy frameworks and California Housing Element requirements
- Advanced proficiency in quantitative/qualitative data analysis tools (SPSS, NVivo, ArcGIS)
- Proven success in securing competitive grants (HUD, HUD Continuum of Care, state housing programs)
- Deep knowledge of Los Angeles County's homeless service systems and institutional barriers
- Exceptional written communication skills with demonstrated policy brief publication record
- Valid California driver's license and ability to travel countywide for site visits and community meetings
