Responsibilities
- Develop and analyze complex state policies using quantitative/qualitative research methodologies
- Prepare legislative briefs and executive summaries for senior leadership review
- Coordinate with 15+ state agencies to implement policy initiatives
- Conduct stakeholder outreach with community organizations and industry partners
- Monitor federal regulatory changes and recommend state alignment strategies
- Manage $2M+ annual budget allocations for assigned policy programs
- Mentor junior analysts through formal knowledge-sharing sessions
Qualifications
- Master's degree in Public Policy, Public Administration, or related field (5+ years experience may substitute)
- Minimum 3 years of government policy analysis experience at state/federal level
- Advanced proficiency in statistical software (R, Python, or SAS)
- Valid California driver's license with clean driving record
- Expertise in stakeholder engagement and conflict resolution techniques
- Professional certification in Policy Analysis (PPA or equivalent) preferred
- Clearable background investigation required for government clearance
- Demonstrated success in managing cross-functional policy implementation teams
