Responsibilities
- Analyze complex business requirements and translate them into robust technical specifications and architectural blueprints.
- Lead the full software development lifecycle (SDLC) for critical state tax and revenue systems, ensuring adherence to agile methodologies.
- Oversee system integration projects, collaborating with external vendors and internal stakeholders to ensure seamless functionality.
- Ensure strict compliance with federal and state regulatory standards, including IT security and data privacy laws (e.g., NY State Cybersecurity Policy).
- Provide expert troubleshooting and technical guidance for high-availability enterprise applications.
- Conduct performance tuning and capacity planning to support growing state data loads.
Qualifications
- Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related technical field (Master’s degree preferred).
- A minimum of 5 years of progressive experience in systems analysis, software development, or IT project management.
- Proficiency in programming languages such as Python, Java, C#, or SQL, and experience with relational databases (SQL Server, Oracle).
- Strong understanding of IT governance, system architecture, and enterprise infrastructure.
- Excellent written and verbal communication skills, with the ability to present technical concepts to non-technical stakeholders.
- Ability to obtain a NYS security clearance (background check required).
