Responsibilities
- Develop and implement county-wide emergency response protocols for natural disasters and public health emergencies
- Coordinate interagency communication with FEMA, Texas DPS, and local healthcare providers
- Conduct risk assessments for border security and climate-related threats
- Manage emergency operations center during crisis activations
- Train first responders and public officials on emergency procedures
- Secure federal/state grant funding for emergency infrastructure projects
- Update county's Continuity of Operations Plans (COOP)
Qualifications
- Bachelor's degree in Emergency Management, Public Administration, or related field
- 3+ years experience in disaster response or public safety coordination
- FEMA Professional Development Series (PDS) certification required
- Proficiency in GIS mapping and emergency management software
- Valid Texas driver's license with clean record
- Bilingual English/Spanish certification (or fluency assessment)
- Ability to work 24/7 during emergency activations
- Experience with federal grant applications (FEMA, HHS)
