Responsibilities
- Develop and maintain city-wide emergency response protocols and disaster recovery plans
- Coordinate multi-agency disaster response operations during natural disasters and public crises
- Conduct comprehensive risk assessments for critical infrastructure and vulnerable populations
- Manage public emergency communications through multiple channels including social media and alert systems
- Train emergency personnel and community volunteers in disaster preparedness procedures
- Analyze post-disaster data to improve future response strategies
- Ensure compliance with FEMA, DHS, and Texas Division of Emergency Management standards
Qualifications
- Bachelor's degree in Emergency Management, Public Administration, or related field (Master's preferred)
- Minimum 3 years of emergency management experience with government or public sector
- FEMA Professional Development Series (PDS) certification required
- Advanced knowledge of NIMS, ICS, and National Response Framework
- Experience with GIS mapping and emergency management software (EMTools, WebEOC)
- Valid Texas driver's license with clean record
- Ability to obtain Secret clearance within 90 days of hire
- Spanish bilingual proficiency strongly preferred
