Responsibilities
- Administer federal benefits programs, including retirement, health insurance, and leave management, ensuring compliance with all state and federal regulations.
- Process and review payroll data for accuracy, resolving discrepancies within the bi-weekly and weekly pay cycles to ensure timely employee compensation.
- Conduct benefit orientations and training sessions for new hires and existing staff to ensure full understanding of federal entitlements.
- Investigate and resolve complex employee inquiries regarding pay stubs, tax deductions, and benefit eligibility with a focus on customer service excellence.
- Maintain and update accurate personnel files and electronic records in compliance with OMB Circular A-123 and state privacy laws.
- Collaborate with HR Operations and Payroll teams to streamline processes and improve the efficiency of benefits administration.
- Prepare monthly reports on benefits utilization and payroll metrics for senior leadership review.
Qualifications
- Bachelor’s degree in Human Resources, Business Administration, or a related field (or equivalent work experience).
- Minimum of 3 years of experience in federal benefits administration, payroll processing, or human resources operations.
- Strong knowledge of federal regulations, including FERS, CSRS, and OPM guidelines.
- Proficiency in using HRIS software (e.g., PeopleSoft, Workday) and Microsoft Office Suite.
- Exceptional attention to detail with the ability to detect errors in data entry and complex financial documents.
- Excellent written and verbal communication skills, with the ability to explain complex policies to a diverse audience.
- Ability to maintain confidentiality and handle sensitive information with the highest level of integrity.
