Responsibilities
- Lead citywide emergency response coordination during public health crises
- Develop and maintain pandemic/contagion response protocols
- Collaborate with OHA, FEMA, and CDC on resource allocation
- Train 200+ municipal staff on emergency procedures
- Manage $2M+ emergency response budget
- Conduct post-crisis analysis and improvement planning
- Oversee multilingual public communication systems
Qualifications
- Bachelor's in Public Health/Emergency Management (Master's preferred)
- 5+ years crisis response leadership experience
- Government/public sector background required
- Incident Command System (ICS-400) certification
- Advanced knowledge of HIPAA and ADA compliance
- Proven experience managing cross-functional teams
- Portland/Multnomah County residency preferred
- Ability to work 24/7 during emergencies
