We are seeking a highly motivated and detail-oriented Public Health Specialist to join the City of Portland Bureau of Emergency Management. This is an urgent hiring opportunity for a dedicated professional ready to make an immediate impact on public safety and community well-being.

Responsibilities
- Monitor, analyze, and interpret public health data to identify emerging trends and potential outbreaks.
- Develop and maintain comprehensive emergency response plans in coordination with state and federal agencies.
- Coordinate community outreach initiatives to educate residents on health safety protocols and disease prevention.
- Prepare detailed reports for city officials, grant funding agencies, and the public regarding program effectiveness.
- Liaise with healthcare providers and non-profit organizations to ensure resource allocation during emergencies.
- Ensure strict compliance with federal, state, and local health regulations and safety standards.
- Facilitate training sessions for city staff on emergency preparedness and health crisis management.
Qualifications
- Bachelor’s degree in Public Health, Epidemiology, Health Administration, or a related scientific field is required.
- Minimum of 3 years of experience in public health administration, emergency services, or epidemiology.
- Deep understanding of Oregon state health regulations, HIPAA, and CDC guidelines.
- Strong proficiency in data analysis software (e.g., Tableau, SPSS) and Microsoft Office Suite.
- Excellent written and verbal communication skills with the ability to present complex data clearly.
- Certification as a Certified Emergency Manager (CEM) or similar credentials is highly preferred.
- Ability to work flexible hours, including evenings and weekends, during emergency response events.
