Responsibilities
- Manage and maintain official city records, ordinances, resolutions, and meeting minutes in compliance with California Government Code requirements
- Administer municipal elections, including ballot preparation, polling place coordination, and results certification
- Provide legislative support to the City Council, including agenda preparation, public hearing coordination, and document certification
- Oversee public records requests and ensure timely responses while maintaining confidentiality and legal compliance
- Supervise City Clerk staff and implement records management systems for digital and physical archives
- Act as the official custodian of the city seal and administer oaths of office
- Develop and implement public outreach programs to enhance civic engagement and transparency
Qualifications
- Bachelor's degree in Public Administration, Political Science, or related field (Master's preferred)
- Minimum 5 years of municipal government experience with 2+ years in records management or legislative support
- Certified Municipal Clerk (CMC) designation from the International Institute of Municipal Clerks
- Expert knowledge of California election laws, Brown Act, and public records regulations
- Advanced proficiency in records management software (e.g., Laserfiche, DocuWare)
- Exceptional written and verbal communication skills with ability to draft clear policies and procedures
- Proven ability to manage complex projects and supervise diverse teams
- Valid California driver's license and ability to work flexible hours including evenings and weekends
