Responsibilities
- Lead end-to-end project lifecycles for critical county IT initiatives including public safety modernization and citizen portal enhancements
- Manage cross-functional teams of developers, analysts, and vendors to deliver on-time, on-budget solutions
- Develop detailed project plans, risk assessments, and resource allocation strategies
- Ensure compliance with NC state IT standards and federal accessibility requirements
- Facilitate stakeholder communications with county commissioners and department heads
- Implement Agile methodologies while maintaining rigorous quality control processes
- Drive digital transformation projects that enhance resident services across 30+ county departments
Qualifications
- Bachelor's degree in Computer Science, Business Administration, or related field (Master's preferred)
- 7+ years of IT project management experience with 3+ years in government/public sector
- PMP certification or equivalent project management credential
- Proven expertise managing enterprise-scale technology implementations over $500K
- Advanced proficiency in Jira, MS Project, and Atlassian suite
- Deep understanding of ITIL frameworks and cybersecurity best practices
- Exceptional stakeholder management skills with elected officials and community groups
- Experience with budget management for complex technology portfolios
