Responsibilities
- Lead end-to-end project lifecycle for enterprise systems serving public safety, utilities, and digital services
- Manage $5M+ budgets with strict compliance with federal/state regulations (FISMA, NIST, CA ITSM)
- Coordinate cross-functional teams across 15+ departments and external vendors
- Implement Agile/Scrum methodologies for 50+ concurrent IT modernization projects
- Ensure deliverables meet accessibility standards (WCAG 2.1 AA) and security protocols
- Produce executive dashboards and quarterly progress reports for City Council
- Mentor junior project managers and conduct process improvement reviews
Qualifications
- Bachelor's degree in Computer Science, Public Administration, or related field (Master's preferred)
- 8+ years IT project management experience with 3+ years in government/public sector
- Active PMP certification or equivalent (ITIL Prince2)
- Expertise in enterprise resource planning (ERP) and cloud migration projects
- Demonstrated success managing budgets >$3M and teams >10 members
- Proficiency with Jira, MS Project, and government procurement systems (e.g., Cal eProcure)
- Knowledge of California Public Records Act and municipal IT governance frameworks
