Responsibilities
- Lead the planning and execution of enterprise-wide cybersecurity strategies, policies, and procedures.
- Conduct rigorous risk assessments, vulnerability scans, and penetration testing to identify security gaps.
- Oversee incident response protocols, coordinating recovery efforts during security breaches or cyberattacks.
- Provide expert technical guidance and training to County staff regarding data privacy and security best practices.
- Monitor security information and event management (SIEM) systems to detect and mitigate real-time threats.
- Ensure strict compliance with federal (HIPAA, NIST) and state regulations governing public sector data.
- Manage third-party security vendors and conduct regular audits of external systems and applications.
Qualifications
- Bachelor’s degree in Computer Science, Information Security, or a related field; or equivalent combination of education and experience.
- Minimum of 5 years of progressive experience in cybersecurity, information assurance, or risk management.
- Certification such as CISSP, CISM, CEH, or similar is strongly preferred.
- Deep understanding of network architecture, firewalls, VPNs, and encryption standards.
- Strong analytical skills with the ability to interpret complex data and make sound security decisions.
- Valid California Driver’s License and ability to travel to various County facilities as needed.
