Responsibilities
- Develop and implement statewide IT policy frameworks aligned with federal regulations
- Analyze emerging technology trends (AI, blockchain, IoT) for state adoption
- Coordinate cross-agency cybersecurity initiatives and compliance audits
- Lead stakeholder workshops with agency executives and legislative committees
- Author policy briefs and legislative testimony for the 89th Texas Legislature
- Manage vendor relationships for enterprise software solutions
- Oversee $5M+ annual grant programs for digital equity projects
Qualifications
- Master's degree in Public Policy, Computer Science, or related field
- 5+ years in government IT policy or public sector technology
- Expertise in Texas Administrative Code and federal compliance (FISMA, NIST)
- Advanced proficiency in data analysis tools (SQL, Tableau)
- Professional certification in IT governance (CGEIT, CISA)
- Experience managing legislative budget cycles and RFP processes
- Proven ability to lead multi-agency task forces
- Clearances for handling sensitive state data
