Responsibilities
- Analyze complex policy issues and recommend data-driven solutions for Harris County's 4.7 million residents
- Collaborate with department heads to develop evidence-based policy frameworks
- Prepare comprehensive reports and legislative testimony for County Commissioners Court
- Manage stakeholder engagement with community organizations, nonprofits, and state agencies
- Oversee policy implementation evaluation and continuous improvement processes
- Mentor junior analysts and lead cross-functional project teams
Qualifications
- Master's degree in Public Policy, Public Administration, or related field
- 5+ years of progressive policy analysis experience in government or public sector
- Advanced proficiency in statistical analysis software (SPSS, R) and GIS mapping
- Proven track record of successful policy implementation at municipal/county level
- Strong knowledge of Texas state regulations and local government operations
- Exceptional written/verbal communication skills for complex audiences
- PHR or SHRM-SCP certification preferred
