Responsibilities
- Analyze complex state legislation and regulatory frameworks to inform policy recommendations
- Lead cross-agency task forces on healthcare, education, and economic development initiatives
- Develop quantitative models to assess policy impacts using Kentucky's open data portals
- Present findings to legislative committees and executive leadership through concise briefings
- Manage $2M+ grant programs for Louisville metropolitan area projects
- Oversee compliance with Kentucky Administrative Regulations (KAR) and federal mandates
- Mentor junior analysts while maintaining departmental performance metrics
Qualifications
- Master's degree in Public Policy, Public Administration, or related field
- 5+ years progressive policy analysis experience in government or regulated sector
- Advanced proficiency in statistical software (R, Python, or SAS) and GIS mapping
- Proven track record of Kentucky state budget processes and appropriations
- Valid Kentucky driver's license and ability to travel statewide
- Professional certification (e.g., PPAL or CPAP) preferred
- Experience with federal grant applications (SAM.gov)
- Clearable criminal background check
