Responsibilities
- Research and analyze complex urban policy issues, including housing, transportation, and economic development
- Develop data-driven policy recommendations aligned with city strategic goals
- Prepare detailed reports, briefings, and presentations for senior leadership and city council
- Coordinate interdepartmental initiatives and stakeholder engagement processes
- Monitor legislative developments and assess potential impacts on city operations
- Lead cross-functional task forces to implement evidence-based solutions
- Manage policy implementation evaluation and continuous improvement processes
Qualifications
- Master's degree in Public Administration, Urban Planning, Political Science, or related field
- 5+ years of progressive policy analysis experience in government or public sector
- Advanced proficiency in quantitative data analysis tools (SPSS, R, or SAS)
- Demonstrated success in developing and implementing municipal policies
- Strong written and verbal communication skills with executive-level experience
- Knowledge of Pennsylvania state regulations and Philadelphia municipal code
- Project management certification (PMP or similar) preferred
