Responsibilities
- Conduct thorough analysis of complex business requirements and translate them into technical specifications for software development.
- Lead the design, implementation, and maintenance of enterprise-level information systems and databases.
- Collaborate with cross-functional teams, including developers, project managers, and city stakeholders, to ensure project deliverables meet quality standards and timelines.
- Identify system bottlenecks and implement optimization strategies to enhance system performance and user experience.
- Provide technical guidance and mentorship to junior analysts and IT staff members.
- Document technical processes, system architecture, and user manuals to ensure knowledge transfer and operational continuity.
- Ensure all system implementations comply with city cybersecurity policies and data privacy regulations.
Qualifications
- Bachelor’s degree in Computer Science, Information Systems, Information Technology, or a related field (Master’s degree preferred).
- Minimum of 5 years of professional experience in systems analysis, software development, or a related technical role.
- Proven experience with modern programming languages (e.g., Java, Python, .NET) and database management systems (e.g., SQL, Oracle).
- Strong understanding of software development life cycles (SDLC) and Agile methodologies.
- Excellent problem-solving skills and the ability to troubleshoot complex technical issues under pressure.
- Exceptional communication skills, both verbal and written, with the ability to translate technical jargon for non-technical stakeholders.
- Must be a U.S. Citizen or Permanent Resident eligible for government clearance.
