Responsibilities
- Lead the analysis, design, and implementation of complex software solutions and system upgrades for state applications.
- Conduct thorough requirements gathering and translate business needs into technical specifications.
- Perform system testing, troubleshooting, and root cause analysis to ensure high system availability and performance.
- Collaborate with developers, project managers, and stakeholders to deliver projects on time and within scope.
- Maintain detailed documentation for system architecture, processes, and technical procedures.
- Ensure compliance with state security protocols, data privacy regulations, and IT standards.
- Mentor junior analysts and provide technical guidance to the development team.
Qualifications
- Bachelor’s degree in Computer Science, Information Systems, or a related field (Master’s degree preferred).
- Minimum of 5 years of experience in systems analysis, business analysis, or software development within the public sector or a large enterprise.
- Strong proficiency in programming languages such as Java, Python, or C#.
- Expertise in database management systems (SQL) and data modeling.
- Experience with Agile/Scrum methodologies and project management tools (e.g., Jira, Confluence).
- Excellent verbal and written communication skills, with the ability to explain complex technical concepts to non-technical stakeholders.
- Valid driver’s license and the ability to pass a background investigation.
