Responsibilities
- Lead the analysis, design, and documentation of complex business requirements and system specifications for state projects.
- Collaborate with cross-functional teams including developers, project managers, and subject matter experts to ensure project deliverables meet quality standards.
- Conduct feasibility studies and recommend technical solutions that enhance operational efficiency and data security.
- Mentor junior analysts and technical staff, fostering a culture of continuous improvement and best practices.
- Oversee system testing, quality assurance, and implementation phases to minimize downtime and ensure user adoption.
- Ensure all technical solutions comply with state regulations, cybersecurity policies, and accessibility standards.
Qualifications
- Bachelor’s degree in Computer Science, Information Systems, Business Administration, or a related field (or equivalent work experience).
- Minimum of 5-7 years of experience in systems analysis, business analysis, or a related technical role within a government or large enterprise environment.
- Strong proficiency in requirements gathering tools (e.g., JIRA, Confluence, Microsoft Visio) and project management methodologies (Agile/Scrum).
- Experience with database management systems (SQL) and scripting languages (Python, Java, or C#) is highly preferred.
- Excellent communication skills with the ability to translate technical jargon into clear, actionable business insights for stakeholders.
- Proven track record of successfully managing stakeholder expectations and delivering projects on time and within budget.
